The article is devoted to the role of the identity factor in the Bulgarian-Macedonian relations. The main controversial issues acute in the period 1991–2021 are the question of the independence of the Macedonian language and the question of the "starting point" of Macedonian history. The foreign policy of the Macedonian republic is investigated in the context of Balkan states` striving for Euro- Atlantic integration. An important part of the study is analyzing the problems of the European Union enlargement to the south-east.As a result of the research, the author comes to several conclusions: Sofia's opposition to Skopje's accession to the EU has a solid economic implication; relations with the Bulgarian state have always been of key importance for the Macedonian republic, regardless of plans to join NATO and the EU, since touched upon the key issues of self-determination of the Macedonian people; the rhetoric of the Bulgarian side has a certain tendency to revise the role of Bulgaria in the Second World War, which is categorically unacceptable for the EU member states seeking to withdraw the historical agenda from the negotiation process on the Republic of North Macedonia's accession to the European Union.

Introduction. Numerous declarative official statements on the key role of education and scientific-pedagogical knowledge to ensure the well-being of the nation and the sustainable development of Russia in the modern world directly contradict the situation in this strategically significant social area. Thus, when merging two specialised academies (medical and agricultural sciences) with alma mater – the Russian Academy of Sciences (RAS), the Russian Academy of Education (RAE) was not included in the list of the elected representatives, which may indirectly demonstrate the "inferiority" of scientific pedagogy, calling into question its mission in the development of education.The aim of the article is to discuss the conditions and prerequisites for the possible loss of scientific status by pedagogy, its transformation into ideology and the replacement of pedagogical principles of education development by ideological ones.Methodology and research methods. In the course of the research, the methods of the system-based, retrospective and comparative analysis, synthesis and generalisation were employed.Results and scientific novelty. The author of the present publication considers and analyses the origins of scientific pedagogy and its essential definitions in the works of classical scholars – K. D. Ushinsky, L. N. Tolstoy, P. F. Kapterev, V. P. Vakhterov, K. N. Ventzel, etc. with contemporary interpretation of scientific status of pedagogical branch of knowledge. The paper highlights the impact on its reorganisation, content transformations of political and social processes, as well as transformations of governmental management structures. It has been proved that the reforms of the Russian science carried out in recent years consistently lead to the loss of scientific status by pedagogy, to the loss of academic principle "science should be managed by scientists" and to the transformation of scientific institutions into subordinate structures. Contrary to the Article 13 of the Constitution of the Russian Federation, which states that "no ideology may be established as state or mandatory", there is a conversion of pedagogy into ideology. The classical pedagogical foundations evolutionary development inherent in scientific knowledge are deformed by current ideological attitudes, nullifying the constitutional guarantee (Article 44) on freedom of literary, artistic, scientific, technical and other forms of creativity. The depoliticisation of educational sphere and pedagogical science was planned at the end of the 20th century but it was abandoned. Therefore, the author emphasises the importance of such process.Practical significance. The assessments and conclusions presented in the article create methodological prerequisites for developing a discussion about the mission of pedagogical science in modern Russian society, adjusting scientific reforms and, as a result, freeing education from ideological violence. ; Введение. Многочисленные декларативные официальные заявления о ключевой роли сферы образования и научно-педагогического знания в обеспечении благосостояния нации и устойчивого развития России в современном мире прямо противоречат ситуации, складывающейся в этой стратегически сверхзначимой социальной области. Так, при слиянии двух профильных академий (медицинских и сельскохозяйственных наук) с альма-матер – Российской академией наук (РАН) в число «избранных» не была включена Российская академия образования (РАО), что косвенно может свидетельствовать о «неполноценности» научной педагогики и ставит под сомнение ее миссию в развитии образования.Цель статьи – обсуждение условий и предпосылок возможной утраты педагогикой своего научного статуса, ее трансформации в идеологию и подмены педагогических принципов развития образования идеологическими.Методология и методы. В работе использовались методы системного, ретроспективного, сравнительного (компаративного) анализа, синтеза и обобщения.Результаты и научная новизна. Рассмотрены истоки научной педагогики и сопоставлены ее сущностные определения в трудах классиков – К. Д. Ушинского, Л. Н. Толстого, П. Ф. Каптерева, В. П. Вахтерова, К. Н. Вентцеля и др. – с современными трактовками научного статуса педагогической отрасли знания. Показано влияние на ее реорганизацию и содержательные преображения политических и социальных процессов, а также государственных структур управления. Доказывается, что проводимые в последние годы реформы российской науки последовательно ведут к потере педагогикой научного статуса, утрате академического принципа «наукой должны управлять ученые» и к превращению научных институтов в подведомственные структуры. Вопреки статье 13 Конституции Российской Федерации, утверждающей, что «никакая идеология не может устанавливаться в качестве государственной или обязательной», происходит конверсия педагогики в идеологию. Заложенные классиками основы педагогики, предусматривающие присущее научному знанию ее эволюционное самостоятельное развитие, деформируются под воздействием текущих идеологических установок, отменяя конституционную гарантию (статья 44) о свободе литературного, художественного, научного, технического и других видов творчества. Подчеркивается необходимость деполитизации образовательной сферы и педагогической науки, наметившаяся, но так и не состоявшаяся в конце ХХ века.Практическая значимость. Оценки и выводы автора создают методологические предпосылки для развертывания дискуссии о миссии педагогической науки в современном российском обществе, корректировке научных реформ и освобождении образования от идеологического насилия.

Introduction. Along with other innovations, in recent years, scientometric methods for measurement of scientists' and research teams' results in the scientific sphere have been widely adopted. The Russian practice of application of those methods to determine the degree of academics' performance isn't unambiguous and eventually can have negative, destructive consequences for domestic science. In this regard, this very burning issue is required for urgent thorough public discussion by scientific community.The aim of the article is a critical analysis of the topical problems of science reform in the light of the law "On the Russian Academy of Sciences, the reorganization of state academies of sciences and amendments to certain legislative acts of theRussian Federation" (№ 253-RF, 27 September, 2013). Also, the author notes the importance of methods for evaluating the effectiveness of scholarly endeavor.Results and scientific novelty. On the example of the system of digital indicators operating in the Russian Academy of Education, formed on the basis of the requirements of the Ministry of Education and Science of the Russian Federation and Federal Agency of Scientific Organizations, it is shown that it is impossible to evaluate the scientific result objectively.It is clearly proved that the indicators used, primarily the number of publications and the citation index, in modern conditions give distorted landmarks, become a brake on science, reduce its ability to self-development. The image of scientists and whole institutions is formed on false indicators.Academic and many scientific journals have acquired a commercial nature; there is no real evaluative analysis of the manuscripts, which have been submitted into the editorial office; there is no selection according to relevance and significance of the submitted material. Real examples, provided in the article, demonstrate frequent violations of ethical principles when forming authorial collectives of publications of scholarly journals; as a consequence, artificial increase of citation indexes and x-index.In addition, the formalized digitized indicators become the basis for automatic, "fair", according to officials, distribution of resources and material rewards for scientific research. It is highlighted that digitization of science and quantitative indicators based on grant financing can not replace basic funding of science. Grants become a task not for research, but for the result formulated by the official, on loyalty to the state management.The policy of nationalization and administration of science has led to a prolonged confrontation between the academies and the authorities. In the long term, it is possible to transfer the digitized principles of science management to the management of society as a whole.Practical significance. The author puts forward a number of recommendations and suggestions how to objectify the evaluation system of scientific research effectiveness. That would, however, require substantial restructuring of the scientific sphere itself, its denationalization and return to the principle "science should be managed by scientists". Thus, science funding must not be focused on the basis of digitized indicators. It is necessary to withdraw the status "Higher Attestation Commission of the RF" (VAK RF) from all commercial journals, to remove state academies from their founders. ; Введение. В последние годы в научной сфере наряду с другими нововведениями широкое распространение получили наукометрические методики измерения результатов деятельности ученых и научно-исследовательских коллективов. Российская практика применения этих средств для определения степени эффективности труда научных работников далеко не однозначна и в перспективе чревата негативными, разрушительными последствиями для отечественной науки. В связи с этим требуется безотлагательное всестороннее публичное обсуждение научным сообществом данной весь-ма острой проблемы.Цель статьи – критический анализ актуальных аспектов реформирования науки в свете принятого 27 сентября2013 г. закона «О Российской академии наук, реорганизации государственных академий наук и внесении изменений в отдельные законодательные акты Российской Федерации» (№ 253-ФЗ). Внимание автора сосредоточено прежде всего на активно использующихся в настоящее время способах оценки научной деятельности.Результаты и научная новизна. На примере действующей в Российской академии образования системы цифровых индикаторов, сформированных в соответствии с требованиями Минобрнауки РФ и ФАНО, показана непригодность административно навязанного инструментария для объективного оценивания результатов научного творчества.Убедительно доказывается, что количественные критерии, прежде всего такие, как число публикаций и индекс цитирования, задают ложные ориентиры, становятся тормозом развития науки, а имидж ученых и целых институтов начинает складываться на искаженной, далекой от истины информации.Положение дел усугубляется тем, что многие научные журналы превратились в коммерческие издания, в которых отсутствует реальная экспертиза поступающих материалов и нет их отбора по актуальности и значимости. На описании реальных примеров констатируются частые нарушения этических принципов при формировании авторских коллективов журнальных публикаций, следствием чего, в частности, является искусственный рост индексов цитирования и Хирша.Вместе с тем формализованные цифровые показатели становятся основанием для автоматического, «справедливого», по мнению чиновников, распределения ресурсов и материальных вознаграждений в научно-исследовательской области. Подчеркивается, что основанное на оцифрованных индикаторах грантовое финансирование не может заменить базовые инвестиции в науку. В сложившейся ситуации получение гранта, который сделался заданием не на исследование, а на сформулированный чиновником результат, становится проверкой на лояльность государственному менеджменту.Курс на огосударствление и административное управление наукой привел к затяжному противостоянию академий с властью. Однако это не локальный конфликт, касающийся только ученых: в перспективе существует вовсе не надуманная опасность проецирования оцифрованных технологий управления наукой на управление обществом в целом.Практическая значимость. Выдвинут ряд рекомендаций и предложений по приданию объективного характера системе оценки научной эффективности. Для этого потребуется глубокая перестройка самой научной сферы, ее денационализация, возвращение к принципу «наукой должны управлять ученые» и, конечно, отказ от финансирования науки на основе цифровых показателей. Среди прочих мер необходимо отозвать у всех коммерческих журналов статус «ваковских» и вывести из состава их учредителей государственные академии.

The article examines Sweden's and Finland's motives for ending their long-time non-aligned policies and joining NATO after Russia had launched a special military operation in Ukraine in February 2022. The two countries' decision is shown to be in the interest of the United States, which has always sought to fill the geopolitical vacuum reigning after the collapse of the opposing Soviet bloc and the Soviet Union itself. Finland and Sweden were the missing links for Washington and NATO in the Baltic region and Northern Europe as a whole. The study analyses the major consequences of these geopolitical changes for Russia in the Baltic region. These include the increasing disparity in armed forces with NATO, the substantial expansion of the border with the Alliance, the acquisition of new territorial and infrastructural capabilities by NATO to deploy reinforcements and military equipment from member countries to the region, the potential stationing of nuclear weapons on the territories of new member countries, the risk of blockading the Kaliningrad region, as well as the Gulf of Finland, and the Danish straits for Russian vessels. It is stressed that in the current circumstances, Russia needs to consider multiple scenarios in the Baltic region. On the one hand, it must safeguard its interests with minimal damage. On the other hand, it is crucial to steer clear of uncontrolled escalation of tensions with NATO, as it entails the risk of a military clash.

The fundamental geopolitical changes in the Baltic Sea region after the end of the Cold War caused the United States to revise its priorities in that part of the world. The process became especially apparent in the second decade of the 21st century when the Ukraine crisis brought to light the consequences of NATO and EU enlargement to the former Warsaw Treaty allies and the Baltic States. This article shows how the US, motivated by the need to 'contain' Russia, was developing its overall approaches to ensuring its political leadership in the Baltic region. It demonstrates how Washington is planning to reduce the vulnerability of certain nations of the region to Russia's military and non-military influence and what steps the US and its NATO allies have taken in this direction. It is argued that, although the Western military buildup in the Baltic Sea region and the US attempts to neutralise Russian 'hybrid' instruments are unable to increase substantially the defence capabilities of NATO allies in the Baltic, the security dynamics in the region are likely to turn it into an arena for a struggle between Russia and the West. Russia will benefit from seeing the Baltic region nations not as tools in the Russian-US confrontation, but as partners in regional cooperation aware of their own interests.

1996 setzte sich im Außenhandel eine steigende Tendenz des Warenumsatzes im Vergleich zu den makroökonomischen Kennziffern fort, dennoch ist der Verlust der osteuropäischen Märkte besonders bei einigen Warengruppen stark spürbar. Verschlechtert haben sich außerdem die Parameter die Kredit- und Finanzbeziehungen und nach wie vor sind die ausländischen Investitionsaktivitäten unzureichend. Die Verfasser erörtern kurz die Maßnahmen zur Liberalisierung und Regulierung der Außenhandelspolitik und gehen auf die Geographie der außenwirtschaftlichen Beziehungen ein. Hierbei stehen zunächst die Verbindungen zu den ehemaligen Sowjetstaaten, dann aber vor allem zur Europäischen Union im Mittelpunkt. (BIOst-Rgl)
